2. Enable J-1 Visa Transfers (DOCTORS Act, H.R. 6980) to optimize visa use, ensuring no state's allocation goes unused, filling critical healthcare gaps.

3. Increase the J-1 Visa Cap (Doctors in our Borders Act, H.R. 4875) to 100 visas per state, expanding the program's reach to meet growing healthcare demands.
